Allison (Alli) Hamburger supports healthcare organizations by delivering research, policy analysis, and strategic guidance on Medicare and Medicaid policy. Her work helps clients understand emerging federal and state policy developments and translate complex policy changes into actionable insights for strategic decision-making. Prior to joining Avalere, Alli served as a Policy Analyst at Healthsperien, where she developed policy briefs, comment letters, and public-facing reports to support client engagement with key policymakers and advance thought leadership in managed care and healthcare innovation. Additionally, Alli previously served as a Fellow in the HHS Office of the Assistant Secretary for Planning and Evaluation (ASPE), where she supported a federal advisory committee through research on innovative payment models and analyzed policy proposals related to health equity and social determinants of health. Alli holds a Master of Public Policy from Georgetown University's McCourt School of Public Policy and a Bachelor of Arts in political science and public policy from the University of North Carolina at Chapel Hill.
