Arka Ghosh is a health economist and policy researcher with nearly 20 years of experience leading health policy analysis, program evaluation, and client-centered consulting. At Avalere, Arka conducts data-driven analyses to understand and interpret the impacts of federal policies and regulations to support life sciences companies, health plans, and providers. He provides strategic advice to life sciences clients on Medicare drug pricing negotiations under the Inflation Reduction Act (IRA), analyzes Medicare payment reform to support provider organizations, and conducts analytics focused on Medicare Advantage. Before joining Avalere, Arka was a Principal Researcher at Mathematica, where he conducted multi-year impact evaluations of Medicare alternative-payment models, and examined other federal and state policies. His projects focused on large-scale claims and survey data analysis for a diversity of clients, including federal agencies, states, and private foundations. Arka's research provided impactful insights to clients and resulted in reports, issue briefs, and peer-reviewed journal articles advancing evidence-based health policy solutions. Arka holds a PhD in policy analysis from the RAND School of Public Policy.
