Iva Jugovic advises biopharmaceutical manufacturer clients on state and federal commercial market policy across all 50 states, with expertise in PBM reform, state price controls and patient assistance programs— translating complex legislative and regulatory developments into actionable strategy for manufacturer clients. Recently, she developed an issue brief for a leading oncology advocacy organization to make an affirmative case for white bagging and patient choice legislation, and led a stakeholder landscape analysis for a leading biopharmaceutical manufacturer ahead of a therapy launch, mapping advocacy groups, policy coalitions, and key opinion leaders at the state level. Iva's experience spans health plans, pharmaceutical trade associations, and manufacturers. Before joining Avalere Health, she served as director of policy and research at PhRMA, working on state and commercial market issues. Earlier in her career, she analyzed large-scale pharmacy and medical claims data at BCBS of Vermont, advising clients on formulary strategy and utilization management. Iva worked for Novartis International AG in Basel, supporting global health policy team and managing C-suite engagement at the World Economic Forum. Iva holds a BS in biochemistry from the University of Maine, US, and an MPhil in public health from the University of Cambridge, UK.
