Monica N. As a senior executive in 2 Fortune 100 companies, she has led public policy and government affairs collaborations across commercial, product access, legal, real-world evidence, research, and development. As Head of Public Policy at Cencora, a Fortune 10 company, pharmaceutical wholesaler, and distributor, she led policy initiatives on reimbursement strategy, navigating the Inflation Reduction Act (IRA), drug pricing, DSCSA implementation. Her expertise is national security issues involving drug supply chain issues, alongside the HHS Administration for Strategic Preparedness and Response (ASPR). With her background in critical infrastructure, drug shortage, and pharmaceutical dispensing, she worked with the Department of Homeland Security (DHS) on medical and public health preparedness, response, and recovery during disasters and public health emergencies (PHE). As a senior executive at Biogen, she led public policy and government affairs collaborations across commercial, product access, legal, real-world evidence, research, and development with the Center for Drug Evaluation and Research (CDER) and Food and Drug Administration (FDA). Monica served in the New Jersey’s governor’s office coordinating federal and state efforts during the COVID-19 PHE crisis. She worked with the New Jersey congressional delegation to obtain federal funding for the state, implement the CARES Act. Monica was instrumental in crafting the first Maternal Health Plan- Nurture NJ - which became the blueprint across the country for reproductive, maternal, and infant health policy to reduce maternal mortality rates. Monica served in the United States Senate as a senior staffer for the Chairman of the Senate Armed Services (SASC) where she worked on environment, bioemergent threats, and environmental health issues such as PFAS and lead exposure. She was responsible for drafting and negotiating healthcare and environmental toxin laws, coordinating policies, programs, and regulations. In the United States House of Representatives, Monica served as the first female Executive Director of the bipartisan HIV-AIDS Congressional Caucus focusing on infectious diseases, infectious disease advocacy with a focus on reproductive health with women and girls through PEPFAR. She also focused on improving Asian American Native Hawaiian Pacific Islander (AANHPI) women’s health outcomes through appropriations, through the Health Equity Accountability Act (HEAA) while completing the Asian Pacific American Institute for Congressional Studies (APAICS) fellowship. Prior to her public policy experience, she served in the United States Department of Veterans Affairs Office of General Counsel. She earned a BS in Neurobiology and Human Development from Cornell University and an MPA from Columbia University’s School of International and Public Affairs. Monica obtained a JD from Hofstra University School of Law, licensed to practice law, and is a member of the New Jersey State Bar and the Supreme Court Bar.
